Position Overview

Responsible for carrying out all aspects of Road Operation activities; assigning work for Road Operations activities; provide leadership, training and technical direction to in-house and contracted staff; coordinating the use of the multiple Computerized Maintenance Management Systems (CRM, IRIS &JDE) to manage work requests, work order back logs, as well as routine maintenance and inspection activities on operational equipment and auditing daily operations activities to ensure efficient operations that meet applicable Provincial Acts and Regulations and City standards to efficiently operate.

Responsibilities

Team Lead and Operation Functions:
• In consultation with the Supervisor, provides technical direction as required and oversees day to day activities of road maintenance operations staff including scheduling of work, enforcement of departmental procedures and programs, City health and safety practices, policies, procedures, and provincial acts and regulations.
• Coordinates the use of the work order system (CRM) and patrol system (IRIS) to manage the work request and work order deficiency backlogs as it applies to operations and maintenance work to ensure that daily, weekly and monthly schedules are adhered to.
• Monitors the performance of contractors and provides status updates and deficiencies to the Supervisor.
• Assists staff in other areas, as assigned, with maintenance activities, emergency situations and during periods of staff shortages to allow for sick, vacation and position vacancies.
• Performs scheduled, seasonal and daily inspections of city assets and equipment for maintenance purposes.
• Attends new development meetings regarding the uploading and assumption of new roads as assigned by the Supervisor to collect and later distribute information as required and to ensure City and provincial standards are adhered to.
• Refers personnel problems to the Supervisor.

Asset Management and Administrative Activities:
• Administration and assignment of requests for service in consultation with the Supervisor, by scheduling, assigning, and overseeing the completion of work orders.
• Investigates and resolves Right of Way infrastructure maintenance issues and customer service concerns brought forward by residents, internal departments and external agencies.
• Performs inspections for summer and winter maintenance activities and assists in preparing inspection reports on the condition of assets.
• Validates winter maintenance contractor's work, including Quality Assurance videos inspection, AVL/GPS reporting and creating deficiency list for application of liquidated damages.
• Assists the Supervisor in the coordination and management of the maintenance program, including preventative maintenance program activities.
• Audits day to day operation activities ensuring that work is consistent with the Road Operations policies, procedures, and programs.
• Oversees and maintains logs and records on inventory, vehicles, equipment, which includes coordination of instrument calibrations and stocking of supplies.
• Accurately completes forms and reports according to procedures and ensures daily time cards and equipment forms, including pre-trips inspection forms are completed correctly and forwarded to the appropriate staff/department.
• Assists with compiling and documenting information relating to claims filed against the Road Operations Department.
• Initiates purchases using purchase cards or other means and follows through to delivery in accordance with the Purchasing By-law and corporate protocols.
• Completes and maintains associated paperwork and electronic documents including forms, records, work orders, daily schedule, weekly on-call list(s), inspection reports utilizing written and electronic means.
• Maintains a City issued logbook of daily works performed.
• Drafts and/or provides input to reports, as assigned.

Quality Assurance and Due Diligence Functions:
• Demonstrates standard operating procedures (SOP) to new and existing staff to aid in their development during periods of job rotation, new job assignments as required by Provincial Acts and Regulations.
• Maintains working knowledge of computerized maintenance systems (MMS and related platforms).
• Raises compliance issues with respect to the Minimum Maintenance Standards patrol standards and repair standards.
• Ensures Traffic Control Plans are filled out appropriately to match existing site conditions and that all measures are taken to work safely within the road allowance, from signage to personal safety equipment.
• Evaluates and provides recommendations of infrastructure and Maintenance improvements to Supervisor.
• Assures that all safety equipment is kept in proper working order and that all safety procedures are followed by staff in accordance with the OH&S Act, and City-wide policies and standards.
• Actively participates in regularly scheduled operations meetings.
• Required to attend departmental/site meetings or other meetings as required/directed.

Qualifications and Experience
• Three (3) year Community College Diploma in Civil Engineering Technology or suitable equivalent combination of education and experience.
• Minimum five (5) years' progressively more responsible experience related to the road maintenance including one (1) year coordinating the work of others within a municipal unionized environment.
• Holds and maintains a valid Certified Road Supervisor (CRS) Designation.
• Ability to self-manage, and identify issues, challenges, and opportunities and propose solutions.
• Ability to read engineering drawings and knowledge of city and provincial specifications.
• Demonstrated ability to work independently and collaboratively in a team environment.
• Ability to deal courteously and effectively with the Public, Staff, Consultants, and Industry.
• Knowledge of, and demonstrated ability in, the City's core competencies and relevant functional competencies.
• Possesses a valid Ontario 'G' Driver's License in good standing, with access to a reliable vehicle for corporate use.
• Ability to work outside normal business hours, as required.

Preferred Qualifications:
• Seven (7) years in a municipal summer and winter operations department is preferred.
• Certified Engineering Technician or Technologist.
• Willingness to obtain class "DZ" license, if required.

Working Conditions
• Ability to work within the road allowance where movement may be potentially harmful in uneven surfaces on a daily basis.
• Ability to perform on-call as required, be available 24/7, work overtime and respond on site to after hour emergencies outdoors day and night in all types of weather-related conditions (monthly).
• Physically capable of lifting objects between 25 to 100 pounds with some assistance (weekly).
