Position Overview
Reporting to the Manager of Fleet Management Services and supporting various City Departments, the Junior Fleet Business Analyst will assist with fleet data collection and management to improve operational efficiency, financial management and sustainability. The role involves continuously enhancing processes and systems to achieve greater efficiency and effectiveness, ensuring data accuracy, standardizing reporting, providing staff training, and supporting the development of SOPs while fostering cross-functional collaboration to deliver department projects.
Responsibilities
Fleet Systems Support
• Support the administration, implementation, monitoring, and maintenance of fleet systems, including the Fleet Management Information System, Fuel Management System, and Vehicle Telematics.
• Assist in extraction, transformation, and loading of data into data warehouses, models, and systems, supporting business intelligence dashboards, performance measures and key performance indicators.
• Support the administration and maintenance for software applications and cloud interface including, but not limited to, managing database, assigning and tracking fleet, trouble shooting, generating custom reports etc.
• Facilitate training, education, and communication to division staff to support new and/or modified systems and processes.
• Collect data on emerging technologies, techniques, equipment, and materials with the objective of improving fleet performance, safety, utilization, reliability. Responsible for developing detailed project-specific documentation for review.
Business Performance and Operational Analytics
• Assist in the design, development, updates and publishing of Fleet performance dashboards, reports, and financial reports/scorecards.
• Perform internal services and processes analysis, identify inefficiencies, provide recommendations, develop enhanced standard operating processes, and train staff on service delivery.
• Monitor, track, collect and curate data from multiple sources, perform appropriate analysis and provide reports with recommendations that identify improvement opportunities and/or support decision making.
• Support vendor related activities, including reviewing documentation, communicating with vendor, and coordinating payments.
Continuous Improvement
• Support Fleet Management Services in various initiatives by providing process review design, data gathering, and analysis expertise to facilitate clear articulation of improvement opportunities.
• Assist with execution and implementation of automation to streamline business processes.
Qualifications and Experience
• Two (2) year College Diploma in one of the following: Business Administration, political science, financial analysis, public administration, data science, technical engineering, mathematics, computer science, or related discipline.
• Two (2) years of relevant experience in data collection and visualization as it applies to municipal fleet or equivalent.
• Ability to communicate complex findings and ideas to both technical and non-technical audiences.
• Builds and manages cooperative relationships with cross-functional teams and staff to coordinate business projects.
• Ability to work in a fast-paced environment with quick turnaround times for transformative projects or initiatives.
• Excellent research, analytical problem-solving skills, and exhibit critical thinking skills when introduced to new tasks/projects.
• Proficient in Excel, Data Analytics Expressions (DAX), and Power Query to connect, transform, combine & load data.
• Basic working knowledge of Python and R for automating data tasks, performing statistical analysis, and building simple data models.
• Ability to assist with data cleaning, visualization, and reporting using a variety of technical tools and software platforms under supervision
• Experience with PowerBI or Qlik Sense is an asset.
• Knowledge and/or experience of department-specific applications (e.g., Geotab, FASTER Asset Solutions, JD Edwards) is an asset.
• Rapidly adapts to new technologies to effectively train staff.
• Excellent communication skills, both oral and written, including drafting correspondence, presentations, and reports.
• Demonstrated ability to conduct informal research and gather information.
• Effective time management and organizational skills with the ability to set priorities and meet required deadlines.
• Ability to maintain a high level of professional conduct.
• Ability to deal effectively and courteously with internal staff, consultants, the public, and other government agencies.
• Knowledge of, and demonstrated ability in, the city's core competencies and relevant functional competencies.
