The Program Manager, EVolveSkills will oversee the staffing and operations of the new EVolveSkills project, funded by ESDC under the Sustainability Jobs Training Fund (SJTF). EVolveSkills is a national collaborative project involving eight Achēv partners Immigrant Services Association of Nova Scotia, DIVERSEcity Community Resources Society, Plug'n Drive, Vancouver Community College (VCC), Nova Scotia Community College - NSCC, Mohawk College, Durham College, Sheridan College, and multiple stakeholders in the Automotive Industry spanning Ontario, British Columbia, and Nova Scotia. Thanks to the Government of Canada's investment, EVolveSkills will equip the workforce of small and medium-sized enterprises with the skills necessary to repair and maintain electric vehicles. Over the next three years, over 1,000 individuals will receive training, helping create pathways for a sustainable and skilled workforce for the EV sector. The manager's demonstrated experience in galvanizing external stakeholders and leading collaborative employment and training partnerships will shine in this national scale project. 

DUTIES & RESPONSIBILITIES
 

  • Drive the successful launch and execution of project, overseeing the end-to-end implementation and tracking of results to ensure alignment with the project's objectives, activities, and expected results, .
  • Cultivate and manage key stakeholder relationships with external project partners, subcontractors, and funders, ensuring seamless collaboration and successful program outcomes.
  • Work closely with the Integrated Communications team to organize and facilitate monthly partnership and quarterly project advisory committee (PAC) meetings or as needed
  • Prepare, negotiate, and issue subcontracting agreements and related sole-source documentation, ensuring compliance with organizational policies and funder requirements.
  • Recruit, onboard, and mentor a high-performing staff team, ensuring the team has the skills and resources needed for success.
  • Supervise the project team, creating a structured performance management process.
  • Provide leadership and guidance to the EVolveSkills team, including up to 8 project staff, ensuring a collaborative, results-driven work environment.
  • Complete funder reporting and manage budget, ensuring timely and accurate financial tracking, compliance, and alignment with funding requirements.
  • Travel annually to partner locations in British Columbia and Nova Scotia, fostering relationships, and ensuring program success.
  • Facilitate employee goal-setting and conduct performance reviews
  • Facilitate team meetings and provide site updates at all-staff meetings
  • Identify/implement professional development initiatives to foster and maintain positive team morale and skills development
  • Ensure that staff adhere to company policies, safety regulations and other mandatory procedures
  • Communicate matters to management in a timely fashion based on degree of importance, seeking advice as needed
  • Effectively communicate with, and support, the project partners, to ensure successful delivery of project
  • Coordinate and implement a promotional/outreach plan and review annually
  • Conduct evaluation/feedback processes to ensure opportunities for partners and clients' input on improvements/enhancements


QUALIFICATIONS AND SKILLS
 

  • University Degree or College Diploma in Social Services or related area.
  • The PMP certification is considered an asset
  • 3 - 5 years experience in the community social services sector with demonstrated and in-depth working knowledge of newcomer settlement and employment issues, applicable legislation, and policies
  • Minimum of 3 years of supervisory experience overseeing projects and personnel
  • Demonstrated ability to develop and implement budgets and manage cash flows in accordance with funder and organizational standards
  • Knowledge of government funding requirements and procedures, including government reporting
  • Strong interpersonal skills, including the ability to network, collaborate, build relationships, and negotiate with internal and external stakeholders
  • Demonstrated leadership, time management, and organizational skills
  • Ability to meet deadlines and work effectively as part of a team
  • Knowledge of the current immigration and refugee policies and demographic data
  • Knowledge of community and employment networks
  • Strong oral and written communication and presentation skills, combined with tact and diplomacy
  • Excellent computer skills, including demonstrated ability to use webinar software, including MS Office, Outlook, and other virtual platforms
  • Ability to travel for internal and external stakeholder meetings and conferences
  • Willing to work evenings and weekends as dictated by program needs


Working Conditions: Hybrid; minimum two days in office at Sussex
