About Us 

The Ministry of SaskBuilds and Procurement, Central Vehicle Agency (CVA) has an exciting and challenging opportunity for a highly motivated and organized individual to fill the position of Fleet/Technical Advisor located in Regina.

CVA provides a full range of vehicle rental, leasing and fleet management services to government and other public sector organizations with a large institutional fleet of approximately 2,600 vehicles ranging from sub-compact to 2-ton trucks. The Opportunity 

Reporting to the Manager, Fleet operations/Acquisition & Disposal as a member of a service-oriented operations team, the Fleet/Technical Advisor will use their knowledge of database administration, asset management and analysis to identify changes and improvement opportunities associated with the fleet management system, FleetWave, as well as produce fleet management reports to support CVA decision making.

In this role, you will also be responsible to:

 

  • Serve as the system administrator and lead the development, testing, and ongoing management of the Fleet Management System.
  • Collaborate with the IT Department and stakeholders to achieve development and testing goals as required. This includes producing specifications for new or modified programs and consulting with system analysts and end users.
  • Provide project leadership to develop and execute LEAN initiatives for CVA, promoting efficient utilization of capital, staff, and facilities.
  • Collaborate with Fleet Operations Managers, Procurement division and stakeholders to manage vehicle orders and up-fitting. This includes reviewing production schedules, engineering specifications, and up-fitting processes to enhance CVA's transportation solutions.
  • Communicate with vendors, staff, and management regarding purchases, procedures, product specifications, manufacturing capabilities, and project statuses.
  • Collaborate with ministry vehicle coordinators to help them develop effective Fleet Management strategies for their fleets.
  • Create and coordinate quality control objectives and activities to find solutions to challenges encountered.
  • Act as the first point of contact for resolving client and vendor concerns, and escalating issues as required.

The successful candidate will have:

 

  • Demonstrated skills in evaluating, recommending, and implementing improvements to various processes, procedures, and computer systems to enhance workplace efficiency.
  • Excellent communication and interpersonal skills to effectively engage with internal and external stakeholders to achieve organizational goals.
  • The ability to clearly and accurately explain complex issues, policies, and procedures while referencing relevant legislation and other pertinent information to clients and colleagues.
  • Proficiency in referencing, interpreting, and applying acts, regulations, policies, and guidelines in daily operations.
  • Experience in interpreting construction drawings to ensure deliverables are met.
  • The ability to liaise with other agencies, staff, ministries, and the public to obtain, exchange, coordinate, or confirm information while maintaining confidentiality and adhering to policies and procedures.
  • Capability to work independently or as a contributing member of various teams to complete work assignments, achieve common goals, and foster a positive work environment.
  • Experience leading stakeholder consultation activities to achieve common objectives.
  • The ability to influence, persuade, or convince others to reach mutually acceptable or workable solutions or agreements.
  • Proficiency in independently assessing, establishing, adjusting, and accurately completing multiple tasks while considering task complexity, frequent interruptions, deadlines, available resources, and multiple reporting relationships.
  • Experience in accurately and quickly designing, formatting, and modifying complex documents and spreadsheets using advanced features of MS Office 365.
  • Demonstrated proficiency in database administration, SQL programming and online communications tools.


Typically, the knowledge and skills required for this position would be obtained through a post-secondary technical education such as engineering or engineering technology. Applicants should have a strong knowledge of fleet information management systems. Familiarity with similar systems would be advantageous.
