Job Description

ONxpress Transportation Partners (OTP) was chosen by Metrolinx and Infrastructure Ontario (IO) to enter the Development Phase of the On-Corridor Works project - the largest project in Metrolinx's GO Expansion. Unprecedented in its scale and complexity, this multi-billion dollar capital program will transform the GO regional rail network with electrification, more frequent service, shorter journey times and a more modernized system for the Greater Toronto and Hamilton Area. ONxpress Operations Inc. (OOI) has been engaged by OTP to manage and oversee the efficient and effective operations and maintenance of the GO Trains and Union Pearson Express.

Accountability:
 

  • Reporting to the Manager - Performance Management & Lean, the Auditor, Fleet Performance is responsible for auditing, due diligence, and inspection of the revenue vehicle and maintenance.
  • Conduct a regular, systematic fleet audit of fleet operations to ensure compliance, efficiency, and performance.
  • Identify and address any issues or risks that may affect the fleet, such as safety, maintenance, costs, fuel consumption, emissions, driver behavior, and customer satisfaction.


Responsibilities

 

  • Conducting inspections and audits of fleet and operations within the specific site and recommending compliance and/or enforcement actions as required.
  • Providing technical advice and guidance to stakeholders in the railway industry. (CJV, design and engineering, CADRail, and operation/maintenance)
  • Assist the Safety team in investigations of accidents, incidents, injuries and fatalities, complaints, and other situations as they relate to acts and regulations;
  • Participating in the planning and implementation of the inspection and monitoring program.
  • Control compliance standards through inspection and audits.
  • Closely follow fleet modifications and maintenance and make sure the quality inspections are scheduled, and executed in compliance with Department of Transportation regulations, driver safety and safety training, fleet safety and maintenance. (Joint effort with Safety controller)
  • Coordinate with the revenue fleet maintenance team to maintain the Audit Checklist:
  • Daily fleet inspection data (cad rail), handover spot check, Audit maintenance work orders, Maintenance checklists, Audit the repair procedure and sample audit the final repair and rework, monitor downtime, and take initiative to propose a preventive action plan.
  • Real-time interaction with the revenue vehicle maintenance team, CADRAIL, and driver (possibly directly to the drivers themselves) in case of a system fault occurring during service, combining equipment status with technical knowledge to ensure minimum disruption of the service.
  • Regular audit to enable the early detection of necessary maintenance (preventive or corrective) before it becomes visible in service, allowing maximum system availability for minimum maintenance.
  • Manage customer and fleet non-conformance reports and dispositions and maintain the Non-Conformance Tracking System.
  • Manage the technical services related to fleet quality audits being provided directly or by subcontractors.
  • Confirm the necessity of operation and maintenance intervention or reject failure notifications,
  • Complete notifications with all additional data available (e.g. associated faults codes, relevant maintenance history, etc.) providing as many inputs as possible to the troubleshooters to make their intervention fast and conclusive,
  • Support the maintenance planner to allocate estimated intervention time.
  • Detail understanding and investigating of Quality failures, and service failures and report daily.
  • Work with Fleet Engineering to investigate failures, supporting the Warranty team and engineering to continuously improve the Reliability performance,
  • Prepare the report for quality KPI and work with the performance team to provide the report as per operation workstream inputs.
  • Audit engineering change management processes including vehicle modification, maintenance, audit process of documenting report, audit procurement specifically gets the proof of approved suppliers and their approved parts.
  • Respond to external audit reports and fleet quality audit reports.
  • Attend daily huddle meetings with operation and maintenance.
  • Point of contact for preparing operation workstream and assisting operation workstream for internal and host external (ISO, regulatory, and Client) auditors on behalf of the operation workstream.


Qualifications

Education & Qualifications:
 

  • Bachelor's degree in engineering or related field. Equivalent experience on a 1:1 basis may substitute for the degree.
  • 2 years experience in an engineering-related field.
  • Knowledge of railway systems is highly desired.


Certifications or Designations (Training):
 

  • ISO Management System Audit Techniques and Best Practices
  • Certified Quality Inspector (CQI) or Certified Quality Technician certification (CQT) is an asset.


Experience:
 

  • Minimum 2 years in a railway environment, ideally in systems integration or maintenance.
  • Minimum overall understanding of train functions is mandatory (any kind of rolling stock: LRV, metro, regional, mainline...) and experience in Train Systems and/or Train Control.
  • Solid understanding of Railway applicable Quality standards (ISO9001, ISO/TS 22163, IRIS) and tools.
  • Sound knowledge of international standards, Transport Canada Regulations and Code of Federal Regulations, 49 CFR, Subpart B Inspections, Investigations, Audits, Examinations, and Testing.
  • Excellent problem-solving, sound judgment, and ability to innovate.
  • Experience in operational activities and documentation management.

  • Strong interpersonal skills, and excellent written and verbal communication.
  • Must possess collaborative behavior, initiative, professionalism, honesty, and tact.
  • Must be able to manage and interface with the client and communicate effectively with all levels of staff and management in clear and organized written and oral formats.
  • Must be able to properly prioritize, implement, and manage work schedules, resources, projects, and assignments.
  • Fluency in English is a must,
  • Must be able to travel inside Ontario


Safety-Sensitive Positions: This role is designated Safety-Sensitive under OOI's Fitness for Duty Policy.
