Position Overview

Reporting to the Program Manager of Road Operations, responsible for the administration of Capital and Maintenance contracts within Road Operations. Accountable for the field inspection ensuring the compliance of all Municipal, Provincial Standards and Specifications. Represents the department in various meetings, committees, and teams in providing technical support aligning with department objectives. Responds to complaints, and matters stemming from municipal servicing projects and agreements. Reviews drawings, plans etc. for work progress / completion, retains external contractors as necessary, provides inspection documentation for City assumptions; utilizes database for input/retrieval of information and performs various inventory count on City property as required.

Qualifications and Experience
• Community College Diploma in Civil Engineering Technology or suitable equivalent.
• Minimum of three (3) years proven progressive related municipal construction experience in civil engineering inspection and contract administration, including municipal winter maintenance contracts administration.
• Minimum of three (3) years proven progressive related municipal experience in engineering plans review.
• Experience building and maintaining GIS databases, configuring and maintaining GIS web mapping sites and conducting advanced spatial analysis exercises considered an asset
• Membership in the OACETT with C.E.T. designation
• Demonstrated ability to deal courteously and effectively with the public, staff, consulting engineers, contractors etc; with good verbal and written communication skills.
• Knowledge of and demonstrated ability in customer service, communication, team work, initiative/self management and accountability, and flexibility / adaptability.
• Effective planning, coordinating and organizational skills.
• Excellent analytical skills to conduct studies and in the preparation of reports.
• Valid Class "G" Ontario driver's license in good standing.
• Proficiency with using Google Pro Earth and Adobe Creative or other equivalent design and drawing software
• Strong understanding of current GIS web mapping technologies, spatial data capture and processing techniques, and spatial database architecture and data models.
• Possess a strong knowledge of various standards and procedures including Occupational Health and Safety Act, the Ontario Traffic Control Manual, the Municipal Standards and Design Manuals and the City of Vaughan policies.
• Successful completion of suitable inspection courses in Road and Sewer Inspection, (Ministry of Transportation and/or Ministry of Environment courses).
• Computer literate and proficient in WINDOWS, OUTLOOK, MS Office Suite, ArcGIS Pro and has a good working knowledge of information tracking data base systems.
• Ability to work outside normal business hours as required

Working Conditions:
• 40% Working in office environment
• 60% Field work inspection or working from vehicle, may make phone calls, write reports, or conduct other business while sitting in their vehicle.
• May be exposed to bright or inadequate lighting, hot or cold temperatures, varying sounds and noise levels, contaminants during inspections such as dust, and hazardous equipment such as large construction equipment.
• Required to wear PPE such as, hard hats and other safety attire depending on the work site.
