Job Summary

The Manager, Engineering Fleet Management is responsible for tactical priorities on order fulfillment, storage, and CN metrics for engineering car types (e.g., gondola, flats, ballast cars, centre beams). The incumbent understands customer order breakdown for region and train service plan as well as identifies local velocity and dwell issues. The position oversees Engineering materials scrap pick-up. Furthermore, the role acts as a Developer for Engineering material dashboards and Automation and as a key customer interface for CN's supplied railway equipment.

Main Responsibilities

Fleet, Car and Pipeline Management

• Maintain fleet integrity for proper billing and management

• Address pipeline bottlenecks with vendors and internal teams

• Align OCS material pools with delivery plans and reduce duplications

• Coordinate fleet distribution, maintenance, and foreign railway communication

• Bill materials and equipment as well as publish fleet allocation reports

• Track all railcar materials and provide advisal for new materials

• Compile statistics for scorecards and internal reports

• Adjust fleet based on timing of empty returns and material movement

• Identify restrictions and develop route plans for new material movement

• Handle and monitor OCS car cycles to meet Key Performance Indicators (KPIs)

• Ensure Association of American Railway (AAR) compliance and minimize handling through interchanges

• Oversee fleet storage, start-up, and planning strategies

• Collaborate on fleet capacity and strategy adjustments

• Balance fleet additions, reductions and handle shortages

• Develop distribution plans based on fleet and material needs

• Track and plan for fleet aging and disposal

• Rebalance fleet and identify storage needs

Chargeable Services, Customs and Dashboards

• Ensure accurate billing for chargeable OCS fleet services

• Monitor fleet status and charges for new material fleets

• Communicate additional service expectations to vendors and partners

• Validate demurrage and optional service charges

• File customs paperwork for international material compliance

• Communicate billing and delivery changes to internal groups and brokerages

• Develop and automate user-friendly Power BI dashboards

• Provide dashboard training to end users

Procurement, Material Audits and Scraps Program

• Create and handle material reservations and requisitions in System, Applications, and Products (SAP)

• Compile material forecasts and prioritize shipping sequences

• Track material flow through all stages and address issues

• Arrange internal transfers and work with third-party vendors

• Maintain tracking systems and publish Other Track Materials (OTM) and tie priorities

• Monitor and process material charge-outs and coordinate with stakeholders

• Handle scrap materials program and optimize cycle time and billing 
People Management

• Set employee objectives and conduct regular alignment meetings

• Support employee development and performance management

• Provide guidance, coaching, and feedback to direct reports

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The incumbent must be available to work shifts and weekends when necessary. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The role requires minimal travel (5%) to customer locations.
Requirements
Experience

Network Operations and Engineering

• Minimum 5 years of railroad experience

o Car Management experience

o Engineering experience *

Education/Certification/Designation

• Bachelor's Degree in Science or Commerce 

• Education in Supply Chain or Logistics*

• Knowledge of Software Requirements Specification (SRS) and Fleet Planning System (FPS)

• Knowledge of CN's Network

• Excellent knowledge of the Microsoft Office (Access, Tableau)
