Position Overview
The ASE Program Lead will lead the ongoing monitoring, management, expansion, and evaluation of Vaughan's Automated Speed Enforcement (ASE) program. This role involves coordinating ASE camera deployments across the City, analyzing data for signage placement and future ASE camera locations, as well as ensuring compliance with provincial legislation. The ASE Program Lead will work closely with all external stakeholders to promote road safety, optimize program effectiveness, and engage the public in understanding ASE initiatives. The ASE Program Lead will also act as a liaison between the Traffic and Fleet Management Services Department and the Roads Operations Division to support road operations, such as planning and management of traffic-related road signages across the City of Vaughan. This role will work to meet operational goals and deliver efficient solutions in road signage while maintaining compliance with local regulations, which includes using a database to track progress of projects, facilitating communication between various City functions to improve efficiency. This role will also verify that completed work meets specifications and is completed correctly and timely.

Responsibilities
• Actively monitor the operation of the ASE program, including overseeing the signage and camera systems. Review and analyze reports and dashboards, ensuring the accuracy of data by cross-referencing information from various systems, including the Joint Processing Center, camera system vendor, case management system vendor, and other stakeholders.
• Oversee contractor and vendor performance, resident service, cost control and delivery of projects to ensure compliance with schedule, budget and develop quality specifications. Develop financial model for ASE to support the program expansion and rotations.
• Coordinate the planning, placement, installation, and inspection of signage for various traffic signage programs and road safety projects. Collaborate with project managers, stakeholders, and internal departments to ensure signage visibility and compliance with provincial standards. Compile comprehensive task lists, organize work assignments for field staff, and oversee the timely completion of these tasks.
• Prepare and submit comprehensive reports, including annual declarations and audit reports, to municipal leadership and provincial authorities, ensuring compliance with the Highway Traffic Act and related regulations.
Qualifications and Experience
• Bachelor's degree Traffic Engineering, Transportation Planning (or related field)
• Minimum of five (5) years of experience in traffic safety, public sector program coordination, or transportation management.
• Thorough understanding of traffic management principles and signage standards.
• Proven project/program management skills.
• Ability to collaborate and communicate effectively with cross-departmental teams.
• Excellent research, investigative, analytical and documentation skills.
• Proficiency in working with databases and MS Office products, particularly MS Excel.
• Current knowledge of applicable legislation, especially Occupational Health and Safety Act, Highway Traffic Act, OTM, Employment Standards Act, 2000 and Municipal Act.
• Familiarity with ASE technologies, automated enforcement, traffic monitoring and management systems.
• Excellent ability to interact tactfully and professionally with range of stakeholders, including contractors, residents and government entities.
• Ability to collaborate across multiple departments and with external stakeholders to achieve program objectives.
• Knowledge of the City's core competencies and interdependency of functions.
• Ability to multi-task, respond to shifting priorities and refocus after interruptions.
• Possession of a valid Ontario Class 'G' driver's license with access to reliable vehicle for corporate use.
Working Conditions:
• This position would be working in a standard office environment.
• May involve fieldwork, including regular site visits to evaluate signage and oversee installations. Flexible hours may be required to ad sress time-sensitive projects or emergencies.
• Ability to work within the road allowance where movement may be potentially harmful on uneven surfaces.
• Ability to perform on-call and work overtime as required.
