Position Overview

Under minimal supervision, responsible to patrol the City's road network to perform routine inspection of the roads, streetlights, signs and other related appurtenances to ensure that the roads are safe for vehicular and pedestrian traffic; patrols the City's road network in compliance with Provincial Minimum Maintenance Standards (MMS); provides information with respect to future repairs, and perform limited amounts of manual labour as required; responsible for safe operation, servicing and performing minor repairs to trucks (including ploughs and salters) and other vehicles and machinery used by the Roads Division, ensuring safety and security of assigned equipment.

Responsibilities
• Inspects all City roads, completes digital time sheets, open/close electronic work orders, take photographs, collect data noting deficiencies as it pertains to the M.M.S related to the road, signage and streetlight infrastructure and taking immediate corrective action when deemed necessary. Inspects City sidewalks as directed all in accordance with Minimum Maintenance Standards.
• Identifies potential hazards and respond to calls that require the emergency installation and/or maintenance of traffic and street signs, barricades and traffic cones, as well as performs the necessary emergency assistance required by other agencies.
• Provides input to Supervisors and Technical staff with respect to road related deficiencies, including existing and potential works/repairs, and requests to have work orders created for the required work. Prioritizes work orders to ensure public safety, according to the M.M.S. Advises Dispatch of the urgencies and or priority of any potential hazardous or dangerous situation. Also reviews and closes assigned work orders.
• Operates trucks (1/2 ton and larger), or truck and trailer combinations exceeding 11,000kg (maximum weight of towed unit no to exceed 4600kg) for the inspection and maintenance of roads and sidewalks, including 4x4 pick-up truck with plough, salter/plough combination vehicle and other road maintenance equipment and miscellaneous hand/power tools as assigned.
• Performs duties in accordance with the Highway Traffic Act, including preparation of pre-trip safety inspection, ensuring vehicle meets weight restrictions and ensures loads are properly secured.
• Performs minor repairs to assigned vehicles and equipment as required. Ensures safety and security of assigned equipment and reports problems and damages to the Supervisor.
• Responsible for ensuring equipment is safely operated and arranges and sets up traffic control devices in accordance with an approved Traffic Control Plan as outlined in the Ontario Traffic Manual, Book 7.
• While driving, monitors and logs weather/road conditions on a daily basis and digital time sheets, open/close electronic work orders related to equipment and supplies used, including logs related to hours of service. Utilizes a tablet based digital interface road patrol solution.
• Responds to emergency road and sidewalk calls and takes appropriate action while following approved protocols for night hazard work.
• Provides manual labour to affect various roads maintenance and associated activities including, but not limited to: patching minor potholes, debris pick up, pick up of dead wild / domestic animals and manually load and spread de-icing materials when necessary.
• Assists in monitoring the work of the contracted winter maintenance operations, as requested.
• Provides training related to road patrol procedures to new/seasonal staff and provide instruction in the correct and safe use and/or maintenance of equipment and materials.
• Accepts delivery of various materials/equipment after regular business hours.

Qualifications and Experience
• Successful completion of a Secondary School Graduation Diploma or suitable equivalent.
• Minimum of two (2) years' roads maintenance experience, with one (1) year related truck driving experience.
Successful completion of either the T.J. Mahoney Road Construction or Road Maintenance courses.
Maintain a valid First Aid/CPR certificate in accordance with the Departmental Policy.
Obtain and maintain certificate in Ontario Traffic Manual, Book 7.
Valid Propane Operator's Certificate
• Ability to operate computers and various personal digital assistant devices, utilizing existing and future software programs such as a mobile patrol management system.
• Maintain a valid Class "DZ" Driver's License, as issued by the Province of Ontario in good standing and be willing to obtain a valid Class "AZ" license at the Department's request.
• Deemed to be a "Competent Person" through the knowledge of all applicable Provincial and Municipal Regulations and standards, including, but not limited to, the Provincial Minimum Maintenance Standards, M.T.O Commercial Vehicle Operator Regulations, Construction and Industrial Health and Safety Act, Ontario Traffic Manuals, and Traffic Control Manual Book 7.
• Basic knowledge of the Fisheries Act and Environmental Protection Act, and other relevant environmental legislation required when working on or near watercourses and ditches
• Good written and oral communication skills, ability to work effectively on his/her own with minimal supervision, as well as the ability to work effectively and courteously with other staff, contractors and the public, with minimal supervision; good problem-solving skills.
• Ability to work outside normal business hours, as required and in accordance with the Collective Agreement.
• Knowledge of and demonstrated ability in the City's core as well as relevant departmental functional competencies.

Working Conditions
• Performs work in adverse work environments which may involve extreme weather conditions, excessive noise and/or fumes including year-round outdoor conditions, using appropriate safety devices and procedures. Frequent travel to various City sites (on a daily basis at minimum). Available to be on call after hours/weekends/holidays.
