Currently, the City of Belleville has an exciting opportunity for a highly motivated, strategic, and dynamic individual to join our Transportation and Operations Services Department as a Supervisor of Fleet and Maintenance Contracts.

PURPOSE AND SCOPE:
Reporting to the Manager of Outdoor Operations, the Supervisor, Fleet and Maintenance Contracts is responsible for overseeing the management and supervision of fleet mechanics, responsible for the repair and maintenance of Corporate owned equipment & vehicles. They ensure the reliability, safety, and efficiency of the fleet operations and departmental maintenance contracts while adhering to municipal policies and budgetary constraints.

KEY ACCOUNTABILITIES/RESPONSIBILITIES:

  • Provide direct people leadership and participate in related HR activities to a team of Mechanics including but not limited to schedule maintenance, recruitment, training, and coaching.
  • Estimate Operation related project costs and timelines. Examples of projects may include but are not limited to crack sealing, road resurfacing.
  • Establish and administer the Maintenance and Operations Services contracts including establishing objectives and priorities, develop and monitor annual work programs and projects, and track, report and maintain all records, contracts & other appropriate documentation.
  • Ensure accuracy and recommend approval of payment certificates, payment requisitions, invoices and work orders for services provided on contracts and/or material purchases.
  • Manage fleet purchases from tender to delivery.
  • Assist with the preparation and monitoring of the fleet operating budget, making recommendations as appropriate.
  • Provides documentation and evidence to support the City's risk management, insurance, and legal efforts.
  • Participate in rotational, year-round on-call to meet unscheduled/special event/emergency/ weather-related situations.
  • Ensure all work is performed in accordance with Council approved service levels and best practices, and in compliance with internal City policies and agreements, (e.g., workplace violence, harassment, standards of behaviour, Collective Agreement) and provincial legislation & other safety regulations (e.g., Occupational Health and Safety Act, Highway Traffic Act, Employment Standards Act, Minimum Maintenance Standards etc.)
  • Provide input and/or develop standard operating procedures, tailgate topics, maintenance contract specifications and winter orientation.
  • Maintain the Cost Control Procedures Manual for Works, Maintenance.
  • Manage the City's CVOR, including monitoring of violations, staff licensing, MTO stickers, and other requirements as prescribed by the Registration program.

EDUCATION/TRAINING/SPECIALIZED SKILLS:
Minimum Qualifications:

  • Minimum of 2-year college diploma in business administration, civil engineering, or a related field. An equivalent combination of education and relevant experience will be considered
  • Must possess a Class G driver's license with a clean driver abstract
  • Demonstrated knowledge of applicable legislation including Occupational Health and Safety Act, Highway Traffic Act, etc.

Preferred Qualifications:

  • Certified Road Supervisor designation


WORK EXPERIENCE:
Minimum Qualifications:

  • Minimum five years of related experience
  • Experience in a Supervisor position
  • Knowledge and experience in Microsoft Office
  • Demonstrated written and verbal communication
  • Analytical thinking and technical knowledge around vehicle maintenance

Preferred Qualifications:

  • Exposure to municipal maintenance equipment is considered an asset
